Initiating cultural heritage first aid operations: Italy and Iraq As mentioned earlier, the right time to activate cultural heritage first aid depends on the nature and scale of the emergency. For example, after the first earthquake that struck the mountainous region of central Italy on 24 August 2016, search and rescue operations lasted ten days; only after that period, did the Italian Department of Civil Protection, in collaboration with the Ministry of Culture, undertake an initial assessment of the damage caused to the immovable and movable cultural heritage in the area. In northern Iraq, an assessment of the cultural heritage sites that had been intentionally destroyed in 2014 could not be carried out until six months after the liberation of the city of Mosul. Lack of access to the occupied areas and uncertain security conditions following liberation in late 2016 significantly delayed the implementation of cultural heritage first aid in the affected sites
