General Principles

There are several evaluation principles that should be considered when planning the evaluation effort.

• Test v s . Risk-An increase in the quantity and quality of the information gathered generally results in a decrease in the overall level of risk within a system development program.

• Cost and Schedule Impact- An increase in the quantity and quality of the information gathered generally increases the cost and extends the schedule for a test program.

• Evaluation Scope-Questions that should be answered when scoping an evaluation effort, include:

• Exhaustive- Does the evaluation ask for every possible condition to be tested?

• Scenarios- Are the scenarios representative of most or all performance conditions?

• Comparable- Does a similar system exist? I f so, perform a comparable evaluation of the systems.

• Early T& E-Early evaluation will help define the system requirements . Early evaluation activities will also help determine the feasibility of the concepts and designs.

• Test Article Configuration-Evaluations should be designed to start with critical configuration items and expand to each level of assembly . As the test article becomes more complex, the evaluations should assess the additional aspects of performance. Evaluations should document which configurations (hardware & software) have been tested up through the system level of testing .

Developing the Evaluation Strategy

In order to develop an effective evaluation strategy, you should begin by documenting all issues and criteria for evaluation. For each of the CTPs, MOEs, MOSs, and MOPs, you need to answer these questions:

• Confidence required in results : How critical is the ?issue? How much data will be necessary to achieve the desired level of confidence? •

• Types of data required: Based on how critical the issue is, what types of data will be necessary?

• Method of evaluation: What method of evaluation will be used to analyze the data?

• Pass/ fail criteria: How will you know when you have succeeded? Accuracy st andards: How accurate do you have to be?

• Major resources required: What resources are available to collect and analyze the data?

• Did you apply a rigorous scientific-sta tistical approach in the T&E Planning?
